A GIMP Script-fu to merge visible layers of the image, copy it, and paste as a new layer on the original image.
There is a technique to easily soften a image: put the same image on an image, make it half-transparent, and blur it.
What a softness!
But, what if the image consists of many layers? Use this Script-fu for efficiency.
This Script-fu only creates a new layer. Opacity adjustment and blurring is your work.

How to install
Put the downloaded file into folder “scripts” of GIMP’s personal setting folder(“C:\Users\Your name.gimp-2.6” for Windows Vista, 7 and GIMP 2.6).
How to use
Select from the main menu “Layer->Copy Merged Layers and Paste”.
A new layer will be inserted just over the active layer. Blur or adjust opacity as you like.
